What I don't understand is the intent of refugees?
Are refugees supposed to be admitted into the US on a temporary basis with the intention that they will return to their native country or are refugees considered permanent residents from the start?
If it is the former, than the requirement can be more lax. If the latter, we should have a equal, fair, and consistent definition of what is a refugee.
The State Department uses the term "well-founded fear" without any further definition.

I totally agree 30k is reasonable number. Need to rebuild the world and poor countries not make us a refugee camp.
Resettling refugees in countries far from their own is a feel goo ineffectual thing. The answer is to protect them as close to home as possible and address the problem that caused them to be refugees.
Fix the issues and send them home.
There are 70 million refugees. Where do you propose they go? What countries want, let alone can absorb numbers that actually impact the total? None. Nowhere.
The answer is to fix their home, and let them go there.
